You must be logged in to get access to change the page:
Special:Userlogin

To upload a .pdf file (or any file for that matter) you must go to:
Special:Upload

To link to a .pdf file, you should use the template format (the one with the braces) inside double brackets, you will need to specify three things separated by the pipe character (the vertical line) |

{{FILE TYPE|FILE NAME|TEXT FOR LINK}}

I added a sample .pdf file and I added a link to it on the Main Page. I typed the link for it as below:

{{pdf|Sample.pdf|Here is Sample.pdf}}

It will generate a link like this:
Here is Sample.pdf
